The I emission line spectrum of He I for densities less than 10 to the 14th/cu cm are calculated for a large range in optical depth. The model, which includes collisional ionization and three-body recombination, is used to check the primordial helium abundance. Despite the incorporation of an improved 2 3S - 3 3D collisional rate, low values are obtained. The results are used to study the broad He lines in the spectrum of AGNs. In addition, a reduced scheme is presented, which may be incorporated into existing photoionization codes.
