In order to determine the origin of Jovian hectometric radio emission (HOM), a qualitative model is proposed which is based upon the HOM polarization characteristics. This model invokes a continuous sequence of emission cones on field lines with field lines having footprints (FOFLs) at all longitudes along a narrow-band of high magnetic latitude in each hemisphere. HOM is received by an observer when the emission cone orientation is correct. For left-handed polarization, this occurs when the magnetic field is tilted away from the observer, i.e., when a central meridian longitude (CML) close to 20 deg and northern edges of the southern hemisphere emission cones are directed toward the observer. Right-handed polarization originates in the northern hemisphere but, because of the magnetic field tilt toward the observer for CMLs close to 200 deg, the northern hemisphere emission cones tend to open toward the observer so that he receives right-handed emission when the eastern or western edge of a cone, rather than the southern edge, is directed toward him. These ideas allow an approximate value of about 65 deg to be inferred for the minimum half-angle of the emission cone.
