New upper limits on H I absorption and emission near the radio source 3 C 317 in the cooling flow cluster A 2052 are reported. Considering published H I data on radio galaxies in cooling flows, a probable anticorrelation between radio power and observed absorption is noted. Clusters where absorption but no emission is observed allow estimates of the spatial extent (about 20 kpc) and spin temperature (about 100 K) of the absorbing regions.
