It is suggested that events in the nonlocality phenomenon are colocal and simultaneous in the reference frame of information moving at the speed of light. This hypothesis is used to explain issues related to the nonlocality phenomenon in the framework of special relativity. In addition, the hypothesis is used to examined problems of the Mach principle and issues of the Plank era connected to the question of whether the universe is open of closed.
