Multi-wavelength surveys are essential to statistically address questions of galaxy evolution. I look at the nature of the survey data required to address the key scientific goals and also examine some representative scientific analyses that would be used to interpret these data. The Virtual Observatory could be very valuable to help in these investigations and I consider where it is most needed. I speculate on how studies of galaxy evolution might move into a ``precision era" where models are rigorously statistically confronted with data in the Virtual Observatory, perhaps directly in images rather than via catalogues. I conclude that the Virtual Observatory needs to provide improved tools for: data assembly, multi-wavelength photometry, cross-identifications and selection effects.
