The Burst and Transient Source Experiment (BATSE) results on the isotropy and source counts of gamma-ray bursts completely rule out the hypothesis that all bursts arise from a Galactic disk population of sources. Theoretical models are now being considered that place the sources in an extended 'Oort cloud' around the solar system, in a halo around the Galaxy, or at cosmological distances with redshift z approximately 1. I review current progress in each of these three scenarios.
