The cosmic X-ray background (XRB) is explained as emission from the central engines of quasars and active galactic nuclei (AGN) in the framework of the hybrid accretion disk model (Wandel & Liang 1991) using the observed X-ray luminosity function (Boyle et al. 1993). It is shown that this model can produce the observed XRB from 0.5 to 100 keV, including the peak at 30 keV and the soft X-ray excess, while being consistent with the observed X-ray spectra of AGN.
