The status of the problem of determining angular coordinates is analyzed, and it is concluded that to increase the accuracy it is necessary to use astrographs with focal lengths f = 2-3 m and equip them with apparatus for recording exposure times and with special cassettes for obtaining point images of stars and artificial earth satellites (AES) on the photographic plate. A method of alternate tracking of the apparent motions of stars and AES with recording of the times of start and end of the exposures is discussed. It is used to create a satellite apparatus based on an astrograph with f = 2 m and an objective diameter d = 40 cm. Experimental photographic plates are treated and a rms error in AES position (based on departures from the positions of catalog stars) from plus or minus 0.26 to plus or minus 0.87 arcsec is obtained for various compositions of reference stars. On the basis of an analysis of the current status of the problem and of this experiment it is concluded that it is now possible to increase the accuracy in determining the angular coordinates of artificial celestial bodies by two to three times.
