The Thirty Meter Telescope (TMT) will make it possible to measure the edshifts of the earliest galaxies. With the Square Kilometer Array (SKA), we will be able to map the structure of neutral hydrogen at high redshifts and probe the evolution of large scale structure. The combination of these two facilities should evolutionize our understanding of the universe at the earliest times. I will review the current state of our knowledge at these high redshifts and discuss the critical role of the TMT and SKA in addressing fundamental questions about the high-redshift universe.
