The history of the development of a stellar reference frame is reviewed, and a discussion is presented of current and planned measurements which will be incorporated in a provisional version of the Second Cape Photographic Catalogue (CPC2) of star positions in the Southern Hemisphere. The catalogue comprises photographic plates centered in the seven bands of declination -40 deg to -52 deg. The plates are separated by 10 min in right ascension making a total of 1008 plates. Within the region photographed the number of stars measured was 22,731 out of a -40 deg to -52 deg. The plates possible population of 27,251. The measures on the plates are expected to give rise to 360,000 good observations and some 15,000 single observations. The formal mean error of an annual proper motion in each coordinate is about 0.004 arcmin.
