The ground based astrometric observations in the scope of the Hipparcos mission are reported. They are applied to improve the knowledge of both position and proper motion of the stars. The stars submitted to the catalog from scientific proposals are overviewed. The choice of efficient methods of obtaining accurate star positions are discussed. The observing and measuring tasks, as well as the difficulties encountered in identifying and retrieving the positions of each of the proposed stars are emphasized.
