A general harmonic analysis method is developed for obtaining solutions to modes of the angular distribution of the 3 K background. The anisotropy of the background is due to a dipole movement of the observer, the motion of the emitting matter, and shear forces. A spherical harmonic decomposition is defined for decoupling the temporal and angular dependence of the anisotropy. The method is applied to models with a Friedmann class of solutions of the Bianchi types I, V, and IX.
