A reaction scheme is proposed by which NO(+) ions, which are the dominant positive-ion species in the quiet D region, are converted at a sufficiently fast rate into water clusters of the general type H(+)(N2O)n below the mesopause. It is shown that by using reasonable guesses concerning the rates of certain reactions, water-cluster ions will emerge as the dominant ambient species below the mesopause as the result of a process in which NO(+) and its hydrates cluster with other atmospheric constituents, and the third hydrate is reached by successive switching reactions.
