The motion of an axisymmetric satellite in a central Newtonian gravitational field is analyzed. Attention is given to the existence and stability of periodic satellite motions that are close to conical precession in a low-eccentricity orbit. It is found that one of the small-oscillation frequencies of the satellite near conical precession in circular orbit is close to the average motion of the center of mass. The dependence of the number of unknown periodic motions on the values of the parameters of the problem is examined, and periodic solutions are obtained in an explicit form.
