Observational data concerning velocity variations and narrow components of 21-cm line profiles in northern-galactic-hemisphere high-velocity clouds (HVCs) are used to argue against the intergalactic interpretation of the HVC phenomenon. Dynamical arguments are presented to show that HVCs can hardly be bound or stable objects, and the question is considered of whether intergalactic gas clouds with HVC-type parameters are consistent with the relatively low values of kinetic temperatures derived from line profiles. Cooling by hydrogen and helium, by molecular hydrogen, and by heavy elements is investigated. The main problems encountered by the intergalactic interpretation of all HVCs are briefly summarized, and it is suggested that such clouds may be relatively short-lived transient objects within the Local Group.
