Results of measurements of the phase changes of high-intensity radio waves reflected from the F-region of the ionosphere are reported. Fast changes in the phase of the ordinary radio wave component during the first 0.2-2 s, corresponding to an increase in the phase distance, are discovered together with intense scattered signals from heights smaller and larger than the mirror reflection height. The observed phenomena are explained in terms of the formation of intense periodic plasma inhomogeneities near the reflection level.
