The relationship between brightness and the distance (z) from the nucleus center of comet P/Halley is analyzed with emphasis on deviations from a 1/z law. Several mechanisms that can produce deviations from this law are discussed, and focus is placed on a theory of particle fragmentation. A method of separating the effects of particle fragmentation from those of the extended source is described, and it is shown that the former contributes to the flattening of the 1/z profiles close to the nucleus. In a detailed study of the deviations the use of a closed surface is assessed, along with the conversion of the observed intensity to a dust flux, the effects of nonradial flow close to the nucleus, and observed column densities. Possible causes of the deviations are presented, and fragmentation effects are evaluated. It is concluded that 26 percent of the observed intensity at 120 km was due to additional particles created more than 9 km from the nucleus structure.
