Polarization transfer in the plasma of pulsar magnetosphere is considered. It is shown that as the two natural waves of orthogonal linear polarization pass through the regions of mode coupling and cyclotron resonance, they become elliptical and non-orthogonal. Formation of pulsar polarization as a result of propagation effects implies a correlation between the ellipticity and position angle of the waves, which is proved by observations. Propagation model of pulsar polarization provides a unique possibility of diagnostics of pulsar plasma.
