An equation of state is derived for degenerate neutrino matter in a spherical spatial configuration in which there is zero occupancy of high-angular-momentum states. Hydrostatically supported galaxy halos using this equation of state are characterized by galaxy rotation curves having nearly constant circular-rotation velocities over an extended range of R. Halo density falls off gradually over a large range of R until a regime of steep density fall-off is encountered, which leads to a well-defined halo boundary at R = R(S). At larger R, orbital velocities decrease as 1/sq rt R. Nonvirialized degenerate halos appear to be consistent with a low-entropy very early universe in which an entropy-increasing global phase change occurred just prior to nucleogenesis. An equation of state is derived for semidegenerate neutrino matter corresponding to the relic distribution used by Schramm and Steigman (1981). Relic-neutrino hydrostatically supported galaxy halos with zero-occupancy high-angular-momentum states resemble degenerate neutrino halos if most of the relic neutrinos are unbound; otherwise they are less extended.
