Physical and biological limitations on the transmitter power of communicative anthropomorphic extraterrestrial civilizations are considered. Biological constraints on the amount of energy usable in a planetary or interplanetary environment are discussed, and it is concluded that the maximum energy utilization of a civilization is limited to one thousandth the power of its star. Calculations of the feasibility of creating an omnidirectional antenna to transmit call signals at 21 cm wavelength to other regions of the galaxy are presented, taking into account constraints of antenna location, and various possible antenna configurations are obtained. It is shown that the time and energy necessary to build an apparatus capable of transmitting signals to a distance of 1000 light years render the project infeasible, while omnidirectional transmission is clearly inexpedient for smaller distances. It is thus concluded that the lack of the detection of extraterrestrial signals may be the result of transmission difficulties, and implications for SETI strategies are noted.
