In order to solve many difficulties faced by the standard CDM model for structure formation, the author examines a tilted density fluctuation spectrum. Based upon the theoretical formula for the mass function and the evaluation method of the background object interaction for void formation, both derived from BBKS, he calculates the mass function for clusters and groups of galaxies and compares it with the observed one given by Bahcall et al. The author also analyzes and calculates the density contrast in big voids. The results show that a tilted CDM model can fit the observations much better than the standard CDM model.
