In this paper, we present an algorithm to assess the importance of distant encounters on planetary and binary systems of arbitrary eccentricity. We also apply this formalism, to evaluate the degree of thermalization of the Kuiper cometary belt, where the use of the impulsive approximation is no longer justified. We found that random passing stars almost completely thermalize the belt beyond some 10^3^ AU from the Sun.
