A theoretical analysis of influence of the interstellar scattering and dispersion on the observed pulsar radiation properties, in particular on fine intrinsic pulse structure, is performed. For the adequate representation of pulsar radiation peculiarities, the well-known amplitude-modulated noise model is used. Analytical expressions are obtained for the observational pulse characteristics, e.g. average correlation functions of intensity and of the power spectrum, including interstellar scattering and dispersion effects. On the ground of the obtained results, some conclusions are made concerning the possibilities of the restoration of the information about emitted pulses in cases of the extremely essential influence of scattering and dispersion, leading to the strong distortion of the received signals.
