Radiation transfer in strongly magnetized hot astrophysical plasmas is dominated by resonant Compton-cyclotron scattering. Raman scattering of hard photons is a potential mechanism of first electron excitation and then creation of secondary cyclotron photon. In this paper, transition probabilities and cross sections for Raman diffusion on strongly magnetized electrons are derived.
