This paper examines the formation of the forbidden O II and S II spectra of active galactic nuclei. Detailed photoionization models of the narrow line region gas are presented and compared with observations. It is shown that the forbidden O II-S II spectrum is less sensitive to reddening than to uncertainties in the chemical composition and ionization parameter of the gas. Although Allen's assertion that these lines are a good reddening indicator is not confirmed, they could be utilized as a density sensor in the absence of inhomogeneities. It is found that the majority of Seyfert and radio galaxies have forbidden O II-S II intensities which correspond to electron densities of 100,000 per cu cm, but have forbidden S II doublet ratios which indicate considerably lower densities. This discrepancy is most likely an indication that the narrow line region gas has components of different densities.
