Observations of radio waves in the frequency range 0.1-200 MHz are reviewed, with emphasis on observations between 1968 and 1988. It is suggested that many of the observations, such as the bursts of enhanced noise associated with absorption events reported by Nishimuta et al. (1969), Harang (1969), and Osipov and Shevelev (1973), may represent the same phenomenon. Theoretical explanations for the occurrence of auroral radio noise include synchrotron radiation, Cerenkov radiation, plasma oscillations, and cyclotron maser generation.
