The radio continuum emission from the galactic plane through Cassiopeia and Perseus (≡90° < l < 175°, -10° < b < +10°) is analyzed based on new data from the 408 MHz all-sky survey and the Stockert 1420 MHz survey, in addition to the Dwingeloo 820 MHz survey. The large-scale structure is extracted from the original data. Spectral index maps for the three frequency combinations were made. They exhibit an anomalous spectral behaviour in the Cassiopeia-Perseus region. This indicates an extended, closed structure which results from a spectral steepening or break between 820 and 1420 MHz. The morphological appearance of the steep spectral feature (SSF) shows close correlations to star light and radio polarization data and the distribution of interstellar dust in the solar neighbourhood. γ-ray results and direct measurements of the relativistic electron component of the cosmic rays also indicate correlations with the SSF.
