Recombination-line observations below 500 MHz are shown to impose severe restrictions on the amount of cold partially-ionized gas in the interstellar medium. It is also shown that the intensities of galactic-ridge recombination lines at centimeter wavelengths can only be explained by high-density gas (in most cases, H II regions). This conclusion is consistent with a wide range of evidence, including the frequency dependence of recombination-line intensities, the beta-to-alpha line intensity ratios, and the correlation of line and continuum intensities at high frequency. The H II regions have electron densities of 5-10 per cu cm and diameters of 20-150 pc; they are concentrated in the inner regions of the Galaxy and completely explain the low-frequency continuum absorption observed against nonthermal discrete sources and the galactic disk in these directions.
