The thermal radio emission from a layer of plasma in conductive equilibrium and with constant pressure is studied for propagation perpendicular to the layer. The temperature dependence of the optical depth is given, and the effect of the deviation of the refractive index from unity is discussed. The transfer equation is solved, the dependence of the brightness temperature on frequency, pressure, conductive flux, and highest temperature is discussed, and some approximate formulas are given.
