A full quantum relativistic treatment is presented for thermal and anisotropic particle distributions in which linear polarization of the eigenmodes is assumed. The spectra of cyclotron and/or synchrotron emission and absorption in tenuous plasmas with superstrong magnetic fields are treated analytically and numerically. The thermal distributions of the radiating particles are developed with the anisotropic temperatures, exhibiting fine cyclotron harmonics with conventional spacing. Under conditions of subrelativistic temperatures and magnetic fields where the angle between the field and wave vector exceeds a minimum, the development of the fine structure is the greatest. For wide angle ranges, the distributions must exhibit a strong transverse anisotropy which can lead to maser amplification of the cyclotron radiation. X-ray and gamma-ray radiation from objects related to neutron stars with high magnetism exhibit the effects described.
