An attempt is made in this work to determine the nature of the background fluxes of low-energy protons, which may be of solar origin, galactic, perhaps accelerated in interplanetary space. A solar origin implies that protons and other particles were accelerated at the Sun, escaped into interplanetary space, and survive in the solar system for some (finite) time including quiet-Sun periods. A galactic origin implies that protons of these energies have penetrated to the inner regions of the heliosphere from interstellar space where they had significantly greater energies (100 - 1000 MeV). Time variations of the intensity of ≡1 MeV proton fluxes recorded on IMP-8 and Vega-1, -2 during quiet periods (without flares) of the 21st solar cycle were studied to distinguish solar and galactic particles. Multiple regression and correlation analyses were used to study the relationship between the background fluxes and various parameters characterizing the level of solar activity and the state of the interplanetary medium. The results indicate the solar origin of the background fluxes of low-energy protons during much of the solar cycle.
