It is argued that a semiempirical phase of research in cosmology would show what really happened at modest expansion factors and would trigger a new phase of invention of ab initio theories of the very early universe. As an illustration, a picture of galaxy formation using a semiempirical model is described. The case for a low-density universe is also reviewed.
