Parameters are determined for the plasma flowing over the Alfven surface of the neutron star in the source Her X-1, and the radiation from this plasma is evaluated. The parameters include the optical thickness of the Alfven-surface plasma layer for radiation from 'hot-spot' regions, the plasma density, and the plasma temperature. It is shown that absorption of hard X-radiation by streams of accreting plasma at the Alfven surface and the subsequent reradiation of the absorbed energy can explain both the origin of soft X-radiation and the strong modulation of hard X-radiation in Her X-1. It is noted that this mechanism can also account for the emission spectra of the sources Sco X-1, Cyg X-2, and Cyg X-3.
