Radio-wave and IR evidence on dust-rich gas-rich cold clouds found in the galactic plane is reviewed, and a tentative evolutionary sequence is advanced. The clouds are held in place by gravitational forces, and their masses are commensurate with those of young clusters formed of young stars. A time scale is derived from molecular spectral lines (H2, HD, OH); densities and possible collapse rate are also inferred. The sequence: condensation/cold dust cloud/formation of molecules/freezing and collapse/formation of low-mass stars/formation of O type stars/formation of H II regions/cessation of stellar formation is proposed.
