An analysis is carried out of the conditions that ought to hold in order that primeval adiabatic fluctuations can generate isothermal fluctuations at the decoupling epoch. It is found that the minimum mass involved in matter inhomogeneities arising in this way can hardly be smaller than about 30 trillion solar masses and that this value is reached only for very dense universes. There seems to be no possibility of galaxy formation from adiabatic fluctuations if the density parameter is smaller than about 0.5.
