We present analysis of latitudinal variations of solar background and sunspot magnetic field in the cycles 21-23. This allows to establish active latitudes in every solar cycle and detect two off-phase waves in the background magnetic field which define the solar activity andappearance of sunspots on the solar surface. Some implications on the solar dynamo theories is discussed
