A general outline of the history of primeval density fluctuations in the recombination epoch is given. A previous analysis of the fluctuation modes before, during and after decoupling is summarized, and the existence of both nearly pure matter isothermal fluctuations and fluctuation involving both matter and radiation as stable modes is indicated. The way in which fluctuations evolve during decoupling is described in detail, taking into account all effects of the expansion of the universe during that epoch. The relevance of adiabatic fluctuations to small-scale inhomogeneities in the microwave background is considered.
