The paper considers arguments on the existence or absence of extraterrestrial civilizations. It is suggested that arguments that even a single extraterrestrial civilization would have long ago colonized the Galaxy are not compelling. Attention is given to factors such as intraspecific competition, which could have prevented complete colonization, noting that an exception perhaps would be on time scales much greater than 10 to the 10 years. It is concluded that the fact that extraterrestrial civilizations do not appear to be represented on earth is irrelevant to the formulation of plans to search for them.
