An analytical quasi-linear model of the modulation of ELF-VLF emissions by geomagnetic pulsations is set forth. This model predicts the dependence of the modulation rate on both ELF-VLF wave and pulsation frequencies. The absolute value of the modulation rate can be sufficiently large and is compatible with the observations. The model also predicts a phase shift between pulsations and quasi-periodic emissions. In contrast to all the previously suggested models, it is not assumed that ELF-VLF waves are propagating strictly parallel to the magnetic field.
