Properties of (apparently high-velocity) H I clouds are considered from the standpoint of the evolutionary theory of galaxy formation. The density, entropy, mass, and radius of such clouds, as well as the distance to the clouds, are calculated on the assumption that the clouds are quasi-steady-state in nature. The results are compared with theoretical estimates, and the hypothesis that the H I clouds are extragalactic is shown to be in good agreement with the concepts of the evolutionary theory of galaxy formation.
