This letter shows that the known low-lying structures in the beta-strength function, Sbeta(-), will determine the beta-decay properties of those nuclides important in r- or n-process calculations. The low-energy structures in Sbeta(-) that have been directly observed in high-resolution beta(-)-delayed neutron experiments are discussed. Important consequences of these low-lying structures for astrophysical calculations of the production of neutron-rich heavy elements in the Galaxy are examined.
