The recently discussed Bouet relation between the mass and rotation
frequency of a planet, and the masses and resolution frequencies of its
satellites is discussed as it relates to the Pluto-Charon system. The
empirical Bouet framework fails in this case unless there exists an
undiscovered satellite or ring interior to Charon.
