The global survey technique is used to determine the solar wind velocity, the isotropic intensity of galactic cosmic rays (GCRs), and the north-south component of the GCR current for two successive revolutions of the sun during June-August 1974. The direction of the north-south component of the GCR current is shown to depend on the sign of the interplanetary magnetic field. In addition, a scheme for the formation of the radial density gradient of cosmic rays in high-velocity solar-wind streams is presented.
