Data on the X-ray emission from quasars and on the X-ray background provide strong limitations on the number counts of quasars. In particular it is found that the log N-log S relation should level off significantly at B = 20 mag. Quasars probably account for more than half of the total X-ray background flux. These same data are incompatible with local theories of quasars.
