The paper discusses a modified form of the Drake equation which applies to a dynamic, non-isotropic Galaxy. The main terms are the initial mass and density of the cloud from which the star formed; the chemical composition; and the Galaxy dynamics, notably position, major disturbances and the interval between them. Some quantitative estimates are made based on current knowledge. Finally, these hypotheses are used to predict places with high probability of finding advanced technological civilizations. Globular clusters at medium radii from the Galactic centre are one possibility; the Spiral structure region of the Galaxy is another, with mature civilizations more likely near the outer edge of this region.
