Recent observations of M83 by Turner, Ho, and Beck (1987) show volume emission measures derived from infrared lines that are higher than those derived from radio continuum fluxes. The excess IR line flux and diminished radio emission found in the majority of Galactic sources in star-formation regions (Thompson, 1987) accounts for the observations without recourse to altered conditions in M83. This paper utilizes the observed, rather than theoretical, relationship between emission measure and luminosity, along with the mass-luminosity function and the initial mass function to derive a new ionization model for galaxies or regions which are dominated by star formation. The new model is both qualitatively and quantitatively consistent with the M83 results. Although the quantitative results depend on the validity of the assumed relations, the qualitative results are appropriate for all star-forming regions.
