By extending the approach developed in the previous part of this paper, we present a physical explanation of the Rybicki generalization of the √ ɛ-law to all depths of an atmosphere. To this end, various probabilistic concepts, in particular the frequency- and angle-dependent thermalization probabilities, are introduced, and relations between them and the specific intensity of radiation are studied in detail.
