The idea concerning the definite field of tensions appearing in a vacuum in the presence of gravity and on the gravitational "constant" defined by the local state of the vacuum suggested in Part I of the paper (1984) is further developed. The static and spherically symmetric gravitational field has been investigated. The post-Newtonian limit of the theory has been studied and the integration procedure of field equations has been suggested.
