Maps of the dust and free-free emission at lambda 1300 microns of M-0.13-0.08, M-0.02-0.07 and Sgr A West, made with an angular resolution of 90 arcsecs, are presented. Reliable dust temperatures are derived as well as estimates of hydrogen column densities and cloud masses. These results are then compared with those obtained by molecular spectroscopy. Molecular abundances relative to hydrogen column densities are estimated. Comparison with other submm/FIR observations yields a dust temperature of about 20 K for the peak of M-0.13-0.08; for this same peak, a hydrogen column density of about 6E23/sq cm was derived. It is estimated that the total gas mass contained within an area of 360 pc x 55 pc surrounding the galactic center is (1-2) x 10 to the 7th solar masses, yielding a gas-to-total mass ratio of about 1 to 2 percent.
