We have detected extended Ly alpha emission around two quasars at z of about 3.6, the highest redshift at which such emission has been detected around quasars. An upper limit for extended Ly alpha emission was obtained for a third quasar at z of about 3.8. Our results show that the covering factor of cold gas at radii of 10-20 kpc from these objects is about 1 percent. We discuss the implications of such a low covering factor for theories of galaxy formation.
